Members of the Orleans Affordable Housing Trust spent an extended portion of the meeting discussing proposed Massachusetts rent-control legislation and a possible legislative compromise that could let municipalities opt in.
Trustee Fran argued the policy would deter private investment and potentially harm housing supply, citing historical and economic concerns. "This is a recipe for a further housing disaster in Massachusetts," Fran said, arguing that limits on owners’ ability to pass through costs could drive landlords out of the market.
Other trustees urged caution and tracking rather than a simple endorsement or rejection. A trustee summarized their understanding that current negotiations on Beacon Hill were exploring a compromise to allow individual municipalities to vote to opt into local rent control and to cap increases at a formula (discussed in the meeting as up to 10% plus inflation).
Trustees agreed the topic requires monitoring and that the trust should receive regular updates as the legislative timeline progresses (members noted a July 1 deadline was relevant to legislative action). Several trustees suggested adding the issue as a recurring agenda item so the trust can consider whether to convey a local position to the select board in coming weeks.
Next steps: staff will monitor Beacon Hill activity, brief trustees monthly and include rent-control updates on upcoming agendas.
