Council clears park-shelter limits, festival street closure and several routine approvals

The Waupaca Common Council approved a series of routine items including a parks policy update, an event street closure, a certified survey map donation, and several licensing actions.

Parks and recreation director Laura Colbert proposed an update to the park shelter use policy to prevent a single organization from reserving the busiest shelter (Upper South Park) for multiple weekend dates. The policy limits weekend/holiday reservations to two per group (Friday–Sunday counting as one weekend) unless the parks director grants an exception, and retains city ordinance 12.05’s requirement for prior written authorization before retail sales or commercial vending in parks. The council approved the policy by roll call.

Barbara Ladkkey of the Rotary Club asked for and received approval to close East Fulton Street from 4 p.m. Sept. 3 through Sept. 5, 2026, for Rotary Rocktoberfest; council approved the street-closure request.

Justin Barren presented a certified survey map (CSM) from Bank First for parcels on Jefferson Street that will donate a small parcel and clean up right-of-way boundaries to facilitate the Pedridge pedestrian project. Plan Commission recommended approval, and council accepted the CSM.

Council also approved license report number 1762 (operator/bartender licenses), 1763 (arcade/amusement devices; no gambling machines), and 1764 (Class B intoxicating liquor and fermented malt beverage license for RB's Back Alley; agent Dale K. Schfigure present).
