The Lancaster School District Board of Education on Tuesday adopted the district's 2026'27 Local Control and Accountability Plan (LCAP) after brief public comment urging the board to expand whose voices are included in planning.
Raquel D., a campaigner who said she represents a local advocacy effort to "cancel the contract," told the board the LCAP posted in the meeting packet appeared truncated and that the plan relied in part on input from student leaders who must meet academic and behavioral thresholds. "I think it would be very beneficial for this board to be able to hear from all the voices," she said, arguing the district should seek input from students who do not hold leadership positions so programming better matches their needs.
A board member or staff member responded that the district administers a YouTruth student survey to all students and that survey data is a strong basis for writing the LCAP. The board acknowledged the distinction raised about leadership representation in the document.
After public comment, the board closed discussion and voted to adopt the 2026'27 LCAP. The motion was recorded as carrying 5'0to'00.
The adoption completes the district's annual planning step under state guidance; the board did not attach additional amendments during the meeting. The district indicated its survey and other inputs informed the plan but did not provide further changes on the record. Future board materials or follow-up reporting would be the venue for changes to engagement processes identified by public commenters.
