Council approves three development actions: storage CUP, KDRO setback removal and hangar remediation settlement

The Kingman City Council approved multiple land-use actions and a settlement at its June 16 meeting.

Planning staff presented CUP26-00001 for Powerhouse East Storage, a proposed three-story, 115,200 square-foot climate-controlled self-storage facility on about 1.79 acres near Andy Divine Avenue and Horizon Boulevard. Planner Heather said the site plan, utility coordination (including ADOT coordination for a water main) and eight recommended conditions of approval were incorporated in the staff report; the planning commission recommended approval 4–0. Applicant Sabrina Greatton told the council the family has owned the parcel for more than 20 years and said the project would put a long-vacant site into productive use. The council approved the CUP subject to the listed conditions.

Council also adopted ZO26-00002, a city-initiated text amendment to remove additional KDRO (Kingman Design Review Overlay) setback requirements along Bank Street between Kino Avenue and East Gordon Drive. Staff said the extra 20-foot setbacks were preventing infill and that removing them would align development possibilities with the city's 2040 general plan and newly approved Infill Incentive District program.

Separately, council approved an amended settlement agreement with Kazzy (lessee of Hangar A at 9900 Flight Line Drive) after inspections found elevated chromium levels consistent with aircraft painting. City staff (Carl) described the negotiated agreement requiring Kazzy to remediate chromium inside Hangar A within 30 days of the agreement's effective date.
