Custer County on June 17 adopted Resolution 2632, a package of revisions and additions to the county employee handbook intended to provide clearer legal compliance and direction to department heads and employees.
HR Director Bob Smith reviewed the largest changes: expanded discrimination and harassment guidance to clarify the county’s EEO policies; a new sexual‑harassment policy; formal procedures for separation of employment (terminations, retirements and other separations) including funding process guidance; a performance‑management section giving department heads tools and expectations; and an updated uniformed services/military leave policy to align county practice with statute.
Bob said the revisions also call for adding Emergency Support Function (ESF) job‑function language to job descriptions where appropriate and for publishing the updated handbook in county SharePoint and other staff channels so all employees have access. Commissioners asked that department heads receive the revisions and that staff provide a short timeline and notice when the handbook is posted.
The board moved, seconded and unanimously adopted Resolution 2632. Bob said the revised handbook and a list of revised policies will be posted to department heads and then made available to all county employees, with notation of the effective and revision dates.
