More than two dozen nonprofits ask Yarmouth Board of Health for human-services grants; board establishes $20,000 per-organization ceiling for member allocations

The Town of Yarmouth Board of Health heard presentations from more than 25 nonprofit organizations on June 15 as part of the town’s human-services grant review. Applicants requested far more than the $60,000 the board said was available; the full request total reported during the meeting exceeded $142,000.

Presenters included harm-reduction and HIV-prevention services (AIDS Support Group of Cape Cod), youth behavioral-health programs (Behavioral Health Innovators’ PASS program), a mobile public-health and vaccination provider (VNA of Cape Cod), multiple food-security providers (Family Table Collaborative, Yarmouth Food Pantry/Cape Cod Community Pantry, Cape Cod Bright Lights), housing and homelessness services (Champ Homes, Housing Assistance Corporation), immigrant and multilingual services (Brazilian Resource Center), services for people with disabilities (Capabilities, Laam Centers), foster-care clothing (Cape Cod Foster Closet), sight-loss services (Sight Loss Services), and violence-survivor supports (Independence House), among others.

Examples of applicant claims and details from presentations:

- AIDS Support Group of Cape Cod (requested $7,500) said its van visits Yarmouth weekly and provides Narcan, drug-checking strips and harm-reduction supplies; agency leaders said year-to-year numbers vary with changes in the drug supply. "We see people from a lot of different towns," the agency said in response to a question about local utilization.

- Behavioral Health Innovators asked to expand PASS (request in packet); the director said 21 Yarmouth students attended PASS this year and that the program follows up at 30 days and three months; cost per participant was estimated at about $6,000.

- The VNA of Cape Cod (requested $20,000) said it served more than 850 Yarmouth residents this fiscal year with maternal-child programs, vaccinations (including Portuguese-language classes offered at the Brazilian Resource Center), homebound vaccines and skilled-nursing support.

- Food programs stressed rising food and protein prices and a surge in demand: Family Table Collaborative said it has delivered roughly 300,000 meals and rescued nearly 200,000 pounds of produce; the Yarmouth Food Pantry reported serving 60–70 families on distribution nights and expanded partnerships for fresh produce.

Board process and next steps: board members asked each other to submit individual allocation preferences during the week. Because requests exceed available funds, the board agreed to limit any single organization’s allocation from an individual board member to $20,000 (the limit will be applied when members submit their proposals). The board plans to total member preferences and vote on final allocations at the next meeting.

Formal votes at the June 15 meeting: the board approved the minutes from its June 1 meeting and adjourned at the end of the session. No final grant allocations were voted on during this meeting.

Context: many applicants cited increasing demand for services and cuts or uncertainty in federal funding, and several told the board that services are free to participants and rely on a mix of town support and other revenue. Board members said they were struck by both the level of need and the degree of collaboration among organizations.
