Steven Intalux told city leaders he believes Bethlehem's "student zone" rules and the municipal definition that treats groups of students as equivalent to a family have changed the character of longtime residential neighborhoods.
"Since one person can own up to 50 houses in this area, this means it's highly unlikely that they will ever become single family homes again," Intalux said. He urged council to review and revise the city's definition of family and the student‑zone designation so that nonresidents and speculative landlords cannot convert neighborhoods into transient student rentals.
Intalux cited neighboring municipalities that limit the number of unrelated students permitted per house as examples that reduce speculative purchases and preserve single‑family occupancy. He asked council to consider similar changes in Bethlehem to prevent investor‑driven conversions and to keep single‑family neighborhoods intact.
Because the meeting lacked a quorum, council did not take action on zoning changes tonight; the comment was recorded for the public record and referred to future agenda consideration if pursued.
