Commissioners raised concern that Westport Housing Authority operates at or near full occupancy while maintaining a significant waiting list and does not run a local Housing Choice Voucher (Section 8) program.
"We don't... have any rental voucher program here at the Westport Housing," the Director said, explaining that the authority has not been allocated vouchers to date and suggesting the agencys small size and limited administrative capacity are probable reasons. The Director noted that smaller nearby agencies were cited as examples: Plainville (about 40 units) and SECON (about 80 units), while the Westport authority was described as roughly 48 units.
A commissioner said the authority had requested higher funding in their professional organization's request (133 million) but received 117 million in the operating budget discussion, and asked staff to follow up on whether vouchers could be pursued or whether the limitation is administrative or financial. Staff said they will look into the matter and provide a report at the next meeting.
The exchange underscored a recurring concern among board members about access to rental vouchers and the relative difficulty of opening voucher allocations for small public housing agencies. Waiting lists for voucher programs were described during the meeting as typically much longer than the authoritys own public-housing waiting list.
