A public presentation on election‑system certification and security escalated into a contentious exchange with commissioners at the Platte County Board meeting.
Jill Kaufman told the board she had reviewed contracts and EAC guidance and concluded the countyS&S (ESNS) Version 6.0 system includes uncertified components, runs unsupported Windows 10 installations and lacks anti‑virus updates; she urged immediate removal of the county's ESNS equipment and recommended permanent adoption of hand‑counted paper ballots with bipartisan observation, strict chain‑of‑custody procedures and rigorous audits.
"These systems do not meet those requirements and they are...uncertified, uncertifiable and inherently untrustworthy," Kaufman said, offering documentation and proposing volunteer training and sample hand‑count procedures.
Commissioners and other meeting participants pushed back, noting prior state guidance and training experiences and debating whether hand‑count methods presented at local workshops were robust enough for a full election. One commissioner questioned the reliability of the alternative methods shown in prior trainings and cited the Secretary of State's differing interpretation.
The discussion became personal at times. Commissioners and public commenters exchanged sharp criticism about past interactions, compliance interpretations and whether county staff had acted lawfully; one commissioner said she would not accept repeated claims that the county had been breaking the law. The chair called a recess for lunch before the board resolved the dispute.
The board did not adopt any immediate policy or vote on changes to election equipment at the meeting. Commissioners asked staff to review statutory obligations and the county's certification and maintenance contracts and to bring factual documentation back to a future session.
