Nicole presented the draft Uptown Parking Management consultant request for proposals, describing the recommended scope boundary (5th–8th Avenues, 7th–15th Streets) and the study’s objectives.
The consultant will build on the 2023 Uptown Parking Study by shifting from “what and where” to the detailed “when and how.” Deliverables include updated inventory and utilization data, turnover and stall‑value analysis, trigger-point criteria for implementing strategies (such as time limits, employee parking strategies, and permit vs paid parking options), a public-engagement plan with stakeholder focus groups and a public open house, and a midpoint council presentation. Staff said the consultant will consider growth over the next 5–10 years and identify potential future acquisition sites or parking expansion needs.
Council members asked about the study timeline and whether large special events would be evaluated. Nicole said standard parking studies focus on baseline operations rather than one‑off large events, although consultants sometimes note event recommendations; staff intends to begin data collection in September and expected a six‑to‑nine month effort.
Why it matters: Uptown parking strategy will shape future operational rules, potential code amendments, and whether Marion moves toward paid parking or permits as activity grows.
What’s next: Staff plans to issue the RFP on July 1, select a consultant in early September, and return with findings and implementation recommendations during the study period.
