The Moderator outlined several procedural changes for the 2027 town meeting on June 11, saying they aim to make meetings more efficient and reduce legal risk. "Starting in 2027, if you have an article that you would like to make a change to, it's going to be a requirement to use the form only if the changes you are making are very significant and very substantive," the Moderator said.
Why it matters: the change is intended to distinguish minor, on-the-floor edits that the town clerk can record from major, technical or legally consequential revisions that should be submitted in writing so they can be accurately captured in the minutes and withstand legal review.
What the changes say and how they will work
The Moderator described a two-track approach to amendments. For small edits—"changing a sentence or removing a sentence"—petitioners may speak the change aloud and, if the town clerk can capture it, no written form will be required. But for "a major revision, it's very substant[ive]. It's very technical," petitioners will be asked to complete a written amendment form before the amendment can proceed, the Moderator said, citing the risk that an inadequately recorded amendment could later be overturned by legal counsel or the attorney general's office.
The Moderator also announced a new procedure for long amendments: rather than pause the full meeting while a petitioner writes out detailed language, the presiding official will place a hold on that particular article and continue with subsequent items. "I'm going to put a hold on that article and we're going to continue on to the next article or two, giving that petitioner time privately and quietly," the Moderator said. When the petitioner signals readiness, the meeting will return to the held item.
Minute-taking and identifying movers/seconders
To help ensure accurate minutes, the Moderator asked that anyone who makes a motion or seconds stand and state their name so the town clerk can record who moved and who seconded. "I'm going to ask that person to please stand up and just give your name. We don't need your address," the Moderator said.
Public engagement and timing
The Moderator urged residents to engage with subject-matter documents posted in February and March so they arrive at town meeting prepared. He reiterated that citizen petitions remain permitted and that "you only need 10 persons to add an article after the warrant closes." He encouraged petitioners who expect to propose significant changes to contact the Moderator in advance for advice and assistance with drafting.
What happens next
These procedural changes were presented as initiatives for 2027; the Moderator asked for support and said the measures are intended to make town meeting "more accessible, more user friendly" and more efficient. No formal vote on these procedural changes was recorded in the remarks. The Moderator closed by inviting questions and offering assistance with petition preparation.
