City Engineer Jeremy Grenard told the Lafayette City board that three agenda items connected to the Colombian Park neighborhood ramp project were pulled back to advisement because the apparent low bidder was not registered on SAM.gov, a federal vendor registration required for recipients of Community Development Block Grant funds.
"It was brought to our attention by one of our consultants that the apparent low bidder was not registered on SAM.gov," Grenard said, and asked the board to remove the items from the agenda while staff determines the appropriate next steps.
The request prompted a motion from the chair to remove the items from the engineering report; the motion was seconded and approved by voice vote. The board did not take further action at the meeting and directed staff to investigate compliance with federal procurement requirements before proceeding.
Why it matters: Because the project uses federal CDBG funds, a contractor’s SAM.gov registration is a condition of eligibility. By returning the bid to advisement, the city pauses formal action while staff verifies whether the apparent low bidder can be deemed eligible or whether the procurement process requires reopening, rebidding or other remedies.
What comes next: Grenard and staff will determine what corrective steps are necessary and report back to the board; no timetable was provided during the meeting.
