ST. LOUIS — The St. Louis Board of Public Service on June 16 approved permits for five special events, signed off on multiple public-rights-of-way projects including street‑art installations and a utility pole, and deferred a licensing hearing for a downtown tattoo parlor.
President Rich Bradley opened the meeting and listed agenda items from the Office of Special Events, which included the Historical Shaw Art Fair (listed in the record as Oct. 10–11), the Manchester Bike Bash (July 25–26), Micro Wrestling at Big Daddy’s (July 17), the El Barrio Puerto Rican Block Party (Aug. 8 at Marquette Park) and the Macklind Mile (June 27). The board approved the festival-zone declarations subject to the customary conditions imposed by staff.
The board also approved several streets and public-rights-of-way requests recommended by the directors of streets and public utilities. Delmar Main Street received approval to install artwork on traffic boxes and a controller cabinet at specified Delmar Boulevard, Hampton Avenue and Goodfellow Avenue locations. Ameren Missouri received approval to install a 50‑foot utility pole and hang a transformer at 921 South Lenore K. Sullivan Boulevard, subject to conditions. A joint recommendation from public utilities, streets and human services described and recommended approval of Orange Barrel Media LLC’s request to install an interactive kiosk at 6045 Delmar Boulevard with associated trenching, boring and pavement restoration.
Before taking final votes, President Bradley said he would recommend the board enter a closed session under section 610.021 of the Revised Statutes of Missouri to discuss privileged communications with the board’s attorneys regarding hearing number 8296. Director Jackson moved to enter closed session; Director Days seconded. The roll call recorded affirmative votes and the board moved into closed session.
At that time the board took up hearing No. 8296, listed on the agenda as St. Louis Tattoo Shop — Tony James, at 1304 Washington Avenue. A board member moved to table the hearing until the following week; Director Jackson seconded. The motion passed on the roll call and the hearing was deferred one week.
The board also approved the minutes from its June 9, 2016 meeting (motion by Director Jackson; second by Director Pearson) and approved the day’s agenda (motion by Director Jackson; second by Director Dice) using the previous roll.
President Bradley offered condolences to Director Pierson (the transcript alternately spells the name elsewhere as 'Pearson') for a personal loss. Director Jackson moved to adjourn; Director Dice seconded, and the meeting concluded.
Next steps: the licensing hearing for hearing No. 8296 will return to the board at the next scheduled meeting for further consideration.
