The commission’s report highlighted three main recommendations: adjusting the debt ceiling to reflect dramatically higher construction costs, creating a third‑party facilitator to shorten what the report called a 21‑step approval process, and exploring cost‑sharing models between the Maine Department of Education and local communities to expand the number of projects funded each cycle. The report noted that construction costs have risen 538% since 2014.
“These are currently recommendations under study and are not expected to impact our upcoming project,” Suttie said, adding that the bill related to the commission’s recommendations had been referred back for further study and that RSU 23 remains first on the state priority list. He said no immediate legislative changes are expected.
The update did not include a timeline for when any statutory changes might take effect or an estimate of how the commission’s proposals would alter RSU 23’s funding. The board did not take action on the recommendations at the meeting; the item was presented as an informational update.
