At the Bethel Local meeting a public participant who identified herself as Miss Donna told board members she had noticed a defect in the north window — described on the record as a "bubble bead" high in the glass — and thanked the board for installing barriers outside to prevent vehicle impact.
"I noticed that the north window is has that bubble bead really high up," Miss Donna said, adding that she approved of the barriers the board had put in place. A board member affirmed that barriers were installed to prevent vehicles from striking the building.
Miss Donna also questioned the board's practice of placing the single public-participation slot at the start of meetings, saying she prefers the ability to speak both before and after agenda items and that emailed records can be lost. "I like to be able to speak before the meeting, but I also like to be able to speak after the meeting," she said. A board member replied on the record that, because there is only one public participation slot, the board places it at the beginning of the meeting and invited her to email or call about specific concerns. The transcript shows no further action or policy change on that question during the meeting.
The exchange took place during the board's designated public-participation period; no formal vote or directive to change the public-participation policy was recorded.
