Residents ask city for culvert repairs and seek help over coffee-roasting odors in public forum

Multiple residents used the June 15 public forum to press the council on neighborhood problems, including a persistent sinkhole tied to a failing culvert and a recurring odor from a nearby coffee‑roasting operation.

Andrew Neil of 888 Observatory Drive asked the council to inspect a culvert and repair sinkholes that have worsened over more than a year. Officials said they would refer the location to the city’s engineering firm for evaluation and attempt to schedule repairs or at least a timeline for remediation.

Bruce Dixon of 2518 Winter Street told the council the roasting odor from Cold River Coffee had become a severe nuisance, saying it prevented residents from using front porches. Staff reported property‑maintenance inspections found no code violations; counsel suggested the issue might be a private nuisance and advised residents could pursue civil remedies. Council staff said they would contact the business, revisit zoning/operational compliance and follow up with the complainant.

Other public comments included praise for animal control officer Karen and brief remarks from a resident expressing gratitude for living in St. Albans. Councilors undertook to follow up on the culvert and to speak with the roast‑house proprietors about neighborhood impacts.
