The Emmett Independent District board approved purchases of two adjacent parcels — 863 West 12th and 895 West — after staff presented the purchase agreements and appraisal values.
Staff recommended buying 863 West 12th from Dennis Martin for $180,000; an appraisal placed the parcel at $190,000. The district also moved to acquire 895 West for $150,000; staff said an appraisal for that parcel returned a valuation near $200,000.
Legal guidance and public disclosure around the purchases were discussed at length. The superintendent and Trustee Johnson disclosed roles on the public schools foundation; staff said both had recused themselves from foundation votes related to foundation donations. During the meeting Trustee Johnson stated, "I will be recusing myself on the voting on the purchase of these two properties," and the statement was recorded for the minutes.
Staff said title insurance and standard closing procedures will apply and confirmed there are no known easements beyond the irrigation/canal and utility rights typical to the area. Trustees asked staff to provide foundation minutes and any necessary documentation to confirm prior foundation approval and recusal disclosures before final closing.
Both purchases were approved by voice vote. Staff said the acquisitions are intended to support future district site planning; the trustee who recused will be recorded as such in the official minutes.
