The Hatboro-Horsham School District board on June 15 approved multiple policy revisions in a consolidated action but tabled two items after debate over whether a policy intended for students included symbolic language about staff appearance.
At the policy committee portion of the meeting, board members reviewed second readings and final-adoption items including revised policy 201 (admission), 221 (dress and grooming), 325 (dress and grooming for staff reference), 332 (working periods), 619 (district audit), 707 (use of school facilities) and 818 (contracted services). During discussion, a board member raised concern about a sentence in policy 221 that described staff attire and wondered whether that symbolic language belonged in a pupil-focused policy. In response, district staff explained the language was intended as symbolic and consistent with other local policies, and that it carries no enforcement authority.
Rather than accept the contested sentence as presented, the board amended the motion: it removed policies 221 and 325 from the current approval slate and tabled them for further committee review. The board then voted to adopt the remaining policies (201, 332, 619, 707 and 818) as presented.
Dr. Domer's, addressing the concern, described the disputed sentence as "strictly symbolic" and said there was no enforcement authority attached to it; other board members suggested relocating any staff-related language to a policy that explicitly governs employees.
The committee will revisit the two tabled items at a future meeting; no final language change was adopted at the June 15 session.
Next steps: policies 221 and 325 will be returned to the policy committee for revision and a future board vote.
