The Calimesa City Council on a 4–0 vote adopted Resolution 2026-21 on the city’s updated master fee schedule, making changes to how the city charges for some services and setting the schedule to take effect Sept. 1, 2026.
City Manager presented the update, saying the city applies an annual CPI adjustment so fees reflect the city’s cost to provide services and that the update follows the April 2024 user-fee study recommending full updates every three to five years with interim annual adjustments. The staff presentation said the update applied a Riverside-area CPI adjustment (transcript references both 3.2% and 2% in different lines); staff indicated most fees receive the CPI adjustment except where code or deposit rules require a different approach.
Two substantive changes accompany the annual adjustment. First, the city reanalyzed fire inspection and annual operations permit fees after contracting those services to Charles Avenue Associates; staff said those fees were recalculated using the contractor’s direct rates plus the city’s 20% indirect administrative recovery. Second, new park facility reservation fees were proposed to manage expanded facilities (Summerwind Park and the addition to Mountain View Park) and provide options for organized reservations without closing open public use.
There were no public speakers on the item. After brief council discussion and no questions, a motion to adopt Resolution 2026-21 carried 4–0 (Council Members Kundiff and Garcia and Mayor Pro Tim Manley and Mayor Cervantes voted yes; Council Member Molina was excused).
Staff said the fiscal impacts were considered in the adopted FY 2026–27 budget and that fire construction permits are being moved toward higher cost‑recovery levels (staff cited a move from 75% to an 85% cost‑recovery target for those permits). The city will publish the final adopted fee schedule and staff report with exact line-item amounts and any code exceptions.
