The Haskell County Commissioners voted to award bid 06-2026 for probation records scanning and indexing to Midwest Cream Company, County presenter Tina said during the board’s meeting.
Tina recommended the board accept Midwest’s higher bid — about $45,118.40 — because it met all specifications and included importing services, she said. Tina added that doing the preparation work in-house will save roughly $19,800; she said the other bidder did not provide importing and lacked references for comparable counties.
"It meets all of the specs. It does the importing for us. It provided the references that we asked for," Tina said. "We've used them before. It'll be like a turnkey job. We won't have to go out and do anything else. It'll just be there in our system which will be provided to our websites and it'll be accessible by the public."
A commissioner moved to approve the bid, a second was given, and the board voted unanimously to accept the Midwest bid.
The contract award includes the county performing the preparatory work to reduce costs; Tina said doing prep in-house will save about $19,800 compared with the higher prep charges quoted by vendors. The county did not provide the vendor contract number or a precise implementation schedule during the meeting.
The board also noted that records processed under the contract would be uploaded to the county’s systems and made accessible to the public, per Tina's explanation. No public objections to the award were recorded.
The board proceeded to other agenda items after the vote.
