Carroll County delays recommendation on Tim Pudin construction permit after master matrix changes

Courtney told the board that supervisors conducted a site visit and later received a substantially revised master matrix from the applicant less than 45 minutes before the meeting. Because of those last‑minute changes, supervisors agreed it was appropriate to delay finalizing the scoring and the recommendation letter that would be filed with the Department of Natural Resources.
