Local fire department representatives urged the Marshall County commissioners to release township fire safety grant funds that had been withheld because the county's ordinance requires participation in specified EMA-sponsored trainings.
Fire presenters, including a fire chief who said the departments attended two county-provided trainings but missed one EMA session, asked the board to release funds for Poke and Tippecanoe townships. The presenters argued there was confusion about which events qualified and pointed to staffing and communication difficulties that made attendance challenging.
Several commissioners emphasized the ordinance had been adopted specifically to encourage countywide Emergency Management Agency participation and said the training requirement was intended to ensure consistent preparedness. One commissioner said the board had set a standard and was reluctant to waive it without verification. Another suggested allowing the EMA director to certify whether alternative trainings attended by the departments met the ordinance requirements or to allow the departments to meet the requirement by year-end.
After extended discussion about communication breakdowns among departments, EMA sign-in sheets and the importance of compliance to preserve the program's purpose, the commissioners agreed to table the release of funds until the EMA director can verify whether the trainings attended qualify under the ordinance or confirm that qualifying training can be completed by the end of the year. No funds were released at the meeting.
