At 10:07 a.m., county staff announced that Idagon had submitted the only timely sealed bid; two other bids, from BF Builders and Xgav 8 LLC, were stamped as received at 10:01 in another office. Staff noted that the published notice mistakenly listed May 15 but said the postings and website used the correct June 15 date and that the printed date should be treated as a scrivener's error.
The Clerk opened Idagon's submission and read itemized amounts including a Schedule A base bid of $735,782.85 and smaller additive schedules; the Clerk read a total for the base bid plus alternates of $797,384.35. (One additive figure read aloud in the record was unclear in the transcript and is noted in the meeting record.) The Clerk said the two bids stamped after the deadline would not be opened and would be marked as not received timely.
A board member moved to remand the Idagon bid to Airport Director Shook and the county engineer for review and a recommendation for award; the motion was seconded. During public comment, Ivan Wedell of Bonners Ferry Builders said two bidders arrived at about the same time and cited signage, elevator and wayfinding problems that made finding the correct room difficult, which he said contributed to the late stamps. Commissioner Donkey acknowledged the comment but said the board must be strict about receipt times to avoid potential litigation and to be fair to bidders who met the deadline.
The board took a roll-call vote; Mr. Williams and Mowski recorded "yes." The Clerk declared the bid opening closed at 10:15 a.m. The remand means the director and engineer will review Idagon's proposal and report back with a recommendation to the board before any award is made.
