Espinosa: shuttle diplomacy and early warning key to protecting civilians in West Bank

When asked how she would use a proposed prevention and early‑action plan to address settler violence in the West Bank and protect women and children, Madame Espinosa described the Secretary‑General's role as focused on early warning, diplomacy and supporting implementation of member‑state resolutions.

"I insisted on the importance of shuttle diplomacy on the ability of early action on the responsibility of the Secretary‑General to keep members of the house specially the Security Council a properly informed and advised on early warning on the situations on the ground to prevent conflicts," Espinosa said, adding that she would seek to bring together the General Assembly and Security Council tracks and support execution of their resolutions. She emphasized respect for international law and international humanitarian law and said the protection of civilians is "part of the core" of the United Nations' role.

Asked whether she had a concrete, step‑by‑step plan, Espinosa said she was "seriously working" on concrete measures and would work "hand in hand" with member states, but she did not enumerate specific operational steps or timelines during the session.
