Aaron, a member of the Loudon County budget committee, presented proposed grant applications and multiple budget amendments during the commission’s June 15 workshop. "These items are the recommendations of the budget committee," he said, then walked through line-by-line changes across several county funds.
The committee recommended applying for and accepting a DDA FY2027 grant of up to $50,000 for building renovations at the senior center, with no local match required. Aaron said the county would also record revenue and expense adjustments across funds: an increase in the county general fund (Fund 101) that would raise the fund balance by $239,990; recognition of $233,142 in opioid-settlement revenue to Special Revenue Opioid Fund 121; and other line-item changes in the libraries, convenience centers, drug fund, ARPA funds, highway fund and capital projects funds.
Aaron said the county would move a $75,000 contribution to the Boys & Girls Club into the next fiscal year at the request of that organization so that the payment lines up with their expenses. He also noted the sale of a K-9 earlier in the year added $12,500 to the drug fund.
On the county general fund, staff described several expense adjustments including a net $274,517 decrease for end-of-year insurance and wage reconciliations, a $20,000 increase in legal fees and a $30,000 insurance recovery earmarked for sheriff vehicle maintenance. In Special Purpose ARPA Fund 127 staff said there would be recognition of additional investment income and funding tied to a TDC ARPA grant; the amount reported in the workshop record for that grant was unclear in the transcript and will be confirmed in the staff packet for the June 29 meeting.
Aaron told the commission these amendments and grant actions were recommendations of the budget committee and would be placed on the June 29 commission meeting agenda for formal consideration.
The workshop included no public testimony on the budget. The commission adjourned the workshop at 6:30 p.m.
