On June 15 the Board of Public Works and Safety approved multiple land‑development items: acceptance of public improvements at Honey Creek Farms Section 1, final/permitting approvals for Ridgetop Subdivision Section 2, and site encroachment conditions for Province (Providence) Ridge Drive.
For Honey Creek Farms Section 1, developer Todd Wilkerson asked the board to accept dirt work, stormwater, sanitary sewer and street improvements for the first 49 lots. Engineering staff said field inspections were satisfactory but listed conditions including delivery of digital as‑built files and performance guarantees for sidewalks, signs and monuments; the board approved acceptance subject to those conditions.
The board also approved land‑alteration and inspection testing agreements for Ridgetop Subdivision Section 2 after engineering confirmed the required erosion and inspection agreements were in order.
For Province/Providence Ridge, a representative from Kimley‑Horn said site constraints required certain encroachments inside easements. Engineering recommended four conditions: prepare and record an encroachment agreement drafted by legal, maintain adequate drainage, require the property owner to remove or replace encroachments at their expense if utilities need access, and notify Indiana 811 before construction. The board approved the request subject to those conditions.
What happens next: developers must provide outstanding as‑built materials and satisfy performance guarantees before final release; legal staff will prepare encroachment agreements and record them as required.
