Town of Manville officials said they met with Sunrise Engineers on the 20th and 21st to review placement of water lines and resident service lines as part of a planned water-line replacement project. Mayor Richard Ladwig reported the town plans to use American Rescue Plan Act (ARPA) funds first and complete funding with U.S. Department of Agriculture (USDA) assistance, but the town is waiting on an ARPA contract before issuing bids.
Why it matters: The project will replace and relocate water service lines in town and requires coordination on right-of-way crossings and funding. Officials said securing the contract with ARPA is a near-term prerequisite to moving the project into the bidding phase and, ultimately, construction.
Mayor Ladwig told the commission he met with county commissioners to request transfer of ownership of 9th Ave. If the town obtains ownership of that segment, it can avoid four crossings and reduce the need to bore under the road, which would lower project costs. County commissioners and Road and Bridge staff indicated approval of the town’s plans if ownership of the old Highway 20 spur is not transferred.
The minutes record hopes to break ground in May or the first part of June, contingent on completing contracting and bid processes. The minutes also note the town must decide where to place extra dirt displaced by the project and that individual resident lines were reviewed during the Sunrise Engineers site visits.
What’s next: Town staff will await the ARPA contract, then issue bids; the minutes do not specify bid dates, contract award criteria, or total project cost.
