Rankin County Board President opened the June 12 meeting by thanking state and federal legislative partners and announcing that the state legislature appropriated $10 million to serve as the county's required match for a federal grant to build a Highway 18 grade-separation bridge in Greenfield. The board said the federal grant application to the Federal Railroad Administration remains pending.
Representative Lee Yansy and Senator Brian Ropes, who attended the meeting, reiterated support for the project. "Keep the main thing the main thing," Representative Yansy said, urging continued focus on the bridge as a generational investment for the county. Senator Ropes and other legislative staff present expressed the delegation's support for Rankin County priorities during the session.
Staff told the board the $10 million appropriation positions the county to provide the local match required to pursue construction if the FRA award is granted. The board also discussed a contingency plan: staff sought and the board approved authorization to file an alternative federal application under the Consolidated Rail Infrastructure and Safety Improvements (CRISI) program, with a 20% local-match responsibility if that alternative is pursued. The motion to authorize filing the alternative application carried unanimously.
Board members emphasized that the FRA award is not guaranteed and that the alternative application is a backup financing strategy. "We're waiting to hear from the Federal Railroad Administration as to whether or not we have a successful application," the board president said. The board directed staff to continue coordination with state partners and federal grant administrators and to return with any new grant determinations or match requirements.
The next procedural steps are continued monitoring of the FRA decision and implementation of the authorized alternative application; the board did not approve construction work orders at the meeting.
