The San Bernardino Planning Commission unanimously voted to forward a city‑initiated development‑code amendment that updates water‑efficient landscaping standards in Title 19 to conform with state requirements under Senate Bill 1383.
Staff said the amendment incorporates the state’s Model Water Efficiency Ordinance (MWELO) requirements into the city code, clarifies when projects must use prescriptive or performance paths based on landscape area thresholds, and adds soil‑amendment and mulch requirements referenced by state law. The presenter said the city is undergoing a compliance evaluation with CalRecycle and that the amendment is intended to bring the city’s landscaping standards into compliance; staff recommended the commission forward Resolution No. 26‑13 to the mayor and city council.
Commissioner Daly noted that CalRecycle oversight can carry significant enforcement authority; commissioners and staff discussed possible administrative penalties and the risk of fines for noncompliance. The commission moved, seconded and voted unanimously to forward the amendment to the mayor and city council for consideration.
