The Planning Commission voted unanimously to forward a street‑vacation request (No. 15.30‑441) that would vacate about 29,635 square feet of alleyway south of Rialto Avenue and west of South Muscott Street to consolidate the area with a city‑owned lot serving a reservoir site.
Real‑property manager Michael Yarro told commissioners the proposed vacation is consistent with the general plan and categorically exempt under the California Environmental Quality Act. Utility companies were notified and staff said new easements would be established to preserve an existing 12‑inch water line and an 8‑inch sewer line.
Commissioner Carloney moved and Commissioner Golande seconded the motion to adopt Resolution No. 2026‑014 forwarding findings to the mayor and city council; the motion passed unanimously. Staff said standard notice procedures were followed and that the recommendation includes the conditions needed to protect utilities and future access.
