County counsel: KHP hangar memorandum is nonbinding; commissioners to review follow‑up contracts

Sedgwick County staff previewed an MOU between the Sheriff’s Department and the Kansas Highway Patrol related to a KHP hangar. The Clerk described the document as the first step in a sequence of contract items that will return to the commission for approval.

When Commissioner Howe said he had not seen the memorandum and asked whether it would be binding, Justin Winger, the County Counselor, replied: "The memorandum of understanding is not going to be binding on either of the parties at this point. It's essentially laying out the framework for a future agreements like Tom was mentioning." He added that signing the MOU would indicate the parties’ intent to move forward but would not create binding obligations.

Commissioner Howe said he expected to raise additional questions when the sheriff appears Wednesday. The Clerk told commissioners they should expect subsequent contracts and touchpoints to come before the commission to solidify and finalize any agreement arising from the MOU.
