Wyoming draft modernizes CPA licensure to ease workforce pipeline

The committee reviewed a draft bill to modernize certified public accountant licensure requirements in Wyoming. Sara Sweeney of the Wyoming Society of CPAs said the bill preserves core education, examination and experience standards while adding a third pathway: a baccalaureate degree plus a two‑year documented experience requirement (alongside existing pathways requiring 150 semester hours or a graduate degree).

The proposal updates mobility/practice‑privilege language to focus on individual qualifications rather than state‑to‑state "substantial equivalency," clarifies education and accounting concentration expectations and aligns Wyoming with most other states to improve recruitment and retention of accounting professionals.

Board staff said they could administer the changes; the board remains neutral pending final legislative language. Witnesses and remote commenters (including practicing CPAs) supported the change, saying it helps retain graduates who cannot or will not complete five years of education. Committee members moved the bill as drafted and recorded a committee vote in favor of final passage, referring the bill to LSO for formal drafting and the legislative process.

The committee recorded the motion and roll call; staff will prepare the bill for the legislative session.
