The Green Bay Improvement and Services Committee on June 10 referred a request to study the need for sidewalks on Eastman Avenue between Dan’s Avenue and Clement Street to Public Works staff for further analysis and recommendations.
The referral originated with Alder Presley (District 6), who said residents of nearby apartment complexes had raised concerns about people walking in the roadway to reach a bus stop and other destinations. Jim, assistant director in Public Works, told the committee the corridor is adjacent to Kennedy Park, has apartments on both sides, and will require study to determine the best location and whether one or both sides of the street should receive a paved sidewalk.
"At a minimum, we're looking for at least one side of the road between all those apartments to have a walkable surface throughout the year," Jim said, describing possible counts and surveys staff could use to identify desire lines and optimal alignment.
Committee members asked about pedestrian routes, destinations and whether worn paths existed; staff said people tended to walk in the roadway, especially in winter, and recommended surveys and pedestrian counts to inform design. Alder Ritterbush moved to refer the item back to staff and Alder Baker seconded the motion; the committee approved the referral by voice vote.
The referral means Public Works will undertake the technical study to recommend sidewalk placement and scope. The committee chair noted that items on tonight's agenda, including this referral, will be before the City Council on June 16.
