Sullivan County commissioners on June 11 moved multiple grants and routine agreements onto the consent calendar and cleared several for future action.
Key items discussed or placed on consent included:
- A Tennessee Department of Transportation litter grant for $81,300 to support county litter-abatement and education programs; sponsors said the funding flows through solid-waste and related departmental accounts and will be allocated across education, sheriff’s department, and solid-waste functions.
- A donation of real property at 1735 Bristol Caverns Highway to continue operating a recycling center; the property owner requested the county accept the gift for continued recycling use.
- An agreement with Cassella (item 12) for pickup of recyclable plastic that the county said will pay $600 per load to Sullivan County solid waste, intended to increase recycling revenue streams.
- A memorandum of understanding between the sheriff’s department and Frontier Health to establish cold-response protocols for mental-health and crisis response (sponsored by the sheriff); sponsors said the MOU has been revised and cleaned up by staff and would be placed on consent.
- A resolution introduced for up to approximately $470,000 of disaster-recovery funds to repair the Nelly Pratt Swinging Bridge in Bluff City (sponsor said the funding came from federal/state recovery sources); commissioners discussed use of composite decking to extend service life, whether the county or the city would assume future maintenance, and the need to solicit bids to determine final cost.
Sponsors also presented several school-related grant amendments and year-end budget adjustments; some budget items were deferred for additional review after objections were raised about new-money items on the consent calendar.
The commission introduced and welcomed new community planner Lori Patt (formerly of the City of Kingsport), who briefly introduced herself. The meeting closed after announcements and the adjournment motion.
