Port Aransas parks staff update memorial, nature-preserve and surf-rescue plans; grant contracts delayed

The Department Director (name not stated in the transcript) told the Parks and Recreation Advisory Board on June 10 that the city is working with artist Buddy Tatum on a nearly 20-foot maritime memorial sited at Robert's Point Park and that the pedestal could hold names of community members lost at sea after council establishes eligibility criteria.

The director said the dolphins portion of the artwork has been completed at the foundry and staff are finalizing clay-to-foundry sizing for the figure. "Shes going to be right at the top center overlooking that entrance to the marina," the director said of the proposed sculpture.

Grants and preservation planning: staff reported they are still awaiting a contract for a RESTORE-type grant for fishing pier enhancements and are moving forward with site permitting and design for a nature-preserve restoration grant focused on interpretive signage and trail work. The department described preliminary renderings for a 33-acre paddling-access site near the water tower and said discussions continue about shared driveway access and easements with the private owner and the water district.

Surf rescue and beach safety: staff said surf rescue staffing is nearly full, with roughly 30 staff and five in onboarding, new towers at mile markers and two new Polarises for beach response. The department reported 52 rescues so far this season and highlighted lifeguard regional competitions and plans for a new surf rescue station near the temporary fire station site.

Other capital items and programs: staff noted bids for sidewalk improvements around the ball fields were being awarded June 18, a golf cart for the nature preserve remained outstanding, and the wetlands behind the family center are being master-planned so fencing has been delayed pending final designs. Park-host volunteers (Karen and Tim Lambie) were praised for program support.

Next steps: the director will bring grant contract updates and signage plans to council and the nature-preserve advisory board; trail bids and the bulkhead protection grant will move forward through their respective permitting and procurement processes.

The board concluded by approving the prior meeting minutes and scheduling its next meetings for Sept. 9, Dec. 9, March 3 and June 9 at 2 p.m.
