Council members discussed ordinance 26-4284, an amendment that removes language naming the mayor as a co-decision-maker and instead clarifies that the governing body (the city council) retains ultimate authority over issuance and renewal of alcohol certificates. The amendment also includes a limited, provisional authority allowing the mayor — subject to administrative findings by staff (for example, the police chief or code officer certifying compliance) — to provisionally approve renewals or special-permit requests that arise between council meetings. The mayor’s provisional action is subject to notification to council and final review.
A motion to adopt the corrected and amended version of 26-4284 was made, seconded and carried by voice vote; a formal roll-call tally was not recorded in the transcript.
Council also reintroduced ordinance 26-4285 (first reading), which would add administrative mechanisms to revoke or refuse occupational licenses for businesses or owners that repeatedly fail to comply with the city’s beautification and environmental codes. The proposed change is intended to provide an additional civil enforcement tool where landlords or out-of-state owners do not respond to environmental-court notices. Several council members asked for additional time for one-on-one review of the ordinance text and related executive-order procedures before final adoption.
No final vote was taken on the occupational-license text at the June 3 meeting; staff said the item will return for further discussion at the upcoming special meeting.
