The Sawyer County Administrative Committee voted to send a package of policy updates to the full County Board after a lengthy discussion about attendance, discipline, compensation documentation and new rules governing staff use of artificial intelligence.
Committee members debated how to record and treat late arrivals to meetings, with some arguing for a strict rule that members not present at roll call should not participate and others urging recording the time of arrival so members can participate while preserving privacy. The proposed changes would add clearer language about when members may participate, whether arrival times should be noted in minutes, and whether chairs may exercise discretion in exceptional cases. The committee also discussed discipline language currently referenced in the manual and asked that the document better define what forms of discipline may be applied.
Human Resources presented a broad countywide AI policy to address staff use of AI tools and recommended that departments with protected data (for example EMS and Health & Human Services) adopt stricter, department-specific rules. HR said the AI policy is intended as a baseline and that departmental supplements may be required.
On personnel matters, the committee reviewed multiple updates to the personnel policy manual covering items such as use of county vehicles, payroll/per‑diem procedures and clarifications about union coverage. Committee members raised concerns about supervisors submitting per‑diem vouchers (PDMs) without clear documentation of attendance and discussed requiring vouchers be submitted within 30 days or requiring presence at roll call to claim pay except by chair approval.
Motions to forward the proposed attendance and other committee policy edits, to forward the AI policy, and to forward the personnel manual updates were each made, seconded and carried. The items will be considered by the full Sawyer County Board at a future meeting.
The committee agreed to refine language about recording arrival times (not personal reasons for absence) and to ensure consistency across committee bylaws before the full‑board review.
