The North Santiam SD 29J Board on Tuesday ratified a collective bargaining agreement with the Oregon School Employees Association, Chapter 122, confirming terms negotiated between district staff and the union and adding clarified language on flex time.
Superintendent Living and board members commended Director Blackwell and Director Wagner for their roles in negotiations and praised the union's negotiation team. The contract was presented to the board for ratification after the union membership had already ratified it.
Board members asked for clarification about how flex time would be handled under the new language. According to the explanation given in the meeting, flex time hours are earned at time-and-a-half when employees exceed a 40-hour threshold; if flex time is paid out the payment reflects the earned time-and-a-half by paying the employee the equivalent regular-hours amount in the applicable pay period. The contract language also enforces a cap on carryover hours to limit large accruals.
The board moved to ratify the contract and approved the motion by voice vote.
What happens next: human-resources and payroll staff will implement the contract language for flex-time accrual and payouts and notify represented employees of carryover limits and payout timelines.
