Parowan — The Parowan City Council voted June 11 to submit a $475,000 grant application to the Utah Community Impact Board (CIB) to fund a remodel of the Parowan City Library that would address accessibility, mechanical systems and other facility upgrades.
City staff outlined safety and building‑system concerns at the 60‑plus‑year‑old library, including repeated water leaks that produced mold, aging single‑pane windows that staff said are not up to code for public assembly, and an HVAC unit that is failing and difficult to repair. A library manager who was referenced by staff had been unable to attend the meeting.
“...we have had four water leaks, one of which led to black mold in the ceiling that had to be mitigated,” a staff member said during the discussion, describing the building’s condition and the rationale for pursuing a grant‑dependent remodel.
Staff and council discussed roof contingency—staff said a final roof design and extent of repairs will depend on what is found after removing the existing membrane, and the application includes contingency funding to account for that uncertainty.
Funding and next steps: Municipal advisers had advised that the CIB may require some local match depending on authorization terms; staff submitted the application as all‑grant and said the city will present to CIB in July, August or September if the application is scheduled. The council approved the application submission by voice vote.
