Three members of the public addressed the Fulton County Board of Registration and Elections during the June 11 public-comment period, pressing for greater transparency and outreach.
Kevin Mulani Downey opened public comment by criticizing the board’s handling of ballot recap sheets, saying a May 22 motion "to produce standard ballot recap sheets...died without a second" and urging the release of data so board members and the public can verify election returns. He said Georgia law gives each board member responsibility to “receive, inspect, and review all election returns” and warned that if the county has nothing to hide it should publish recap data.
Ginger Bradshaw, a Fulton County poll manager, urged board members to cooperate with Member Julie Adams, saying Adams was being treated differently than other members and asking the board to allow Adams to perform oversight duties. Bradshaw told the board, “Julie’s only intention...she’s just trying to do some checks and balances,” and urged colleagues to work with her in good faith.
Ralph Okconor, a Fulton County deputy registrar, described 23 provisional ballots rejected for listing a mailbox as a residence and said some voters may fear for their safety; he recommended the county publicize Georgia’s Vote Safe program (which allows address-protection for people with temporary protective orders) on the county website, social media, provisional-ballot tables and through partnerships with family-violence advocates. “Please help us protect some of our most vulnerable neighbors and allow them to vote safely,” he said.
Staff response and follow-up: County staff did not dispute the public commenters’ concerns and told the board they will accept a clarified open-records request for ballot recap materials (handwritten and electronic copies). Staff also acknowledged the Vote Safe program and the need for outreach to shelters and advocacy groups to reduce use of mailbox addresses when voters are eligible for protection.
What’s next: Member Adams later raised a formal open-records request issue during the agenda and staff asked her to resubmit the request specifying handwritten and electronic recap sheets; staff said they will provide copies when the request is clarified.
