Town Treasurer (Speaker 9) described the package as a training‑and‑transition plan designed to prepare internal staff to assume higher responsibilities over the next 10–11 months. "We're taking a shot with you. We're training you," the treasurer said, and added that he was "absolutely confident these individuals are going to excel in these training processes." Several councilors sought assurances about advertising positions, what would happen if promoted employees did not successfully assume the roles, and whether a finance director or assessor would later be rehired above the newly promoted staff. One councilor said they were not comfortable training someone and then hiring a new director above them; others described the plan as proper succession planning.
A public commenter (Richard Flanagan) praised the move to boost pay for town hall women but asked whether the agenda described the actions as temporary; the treasurer and supporters described the increases as a transitional promotion with follow‑up decisions to be made at the time of retirement. The motion to approve the promotions carried with one recorded nay.
Separately, the council approved a 3% salary increase for all other nonunion employees; that motion passed on a separate vote.
Next steps: Council staff will proceed with the transitions described; if promoted staff fail to meet performance expectations, the treasurer said employees would revert to prior duties and the council would address next steps at that time.
