Planning staff proposed a narrow amendment to section 5‑1305 (affordable housing in the Telluride R1 school district) to add the Town of Mountain Village to the definition of "qualified owner," joining the San Miguel Housing Authority, the Town of Telluride and San Miguel County. Staff said the change was requested so Mountain Village could legally own and develop deed‑restricted affordable housing in the unincorporated Telluride R1 area associated with the town’s planned development.
Commissioners asked clarifying questions about whether housing built outside the municipal boundary would count toward obligations created by the town’s PUD or settlement agreement. Staff said that question is governed by the town’s PUD and settlement documents and that the county change simply authorizes municipal ownership of deed‑restricted units under county code; it does not by itself alter the town’s PUD obligations.
After brief discussion and no public opposition, the commission moved and seconded a motion recommending the amendment to the BOCC and approved the motion.
What happens next: The Planning Commission’s recommendation will be forwarded to the Board of County Commissioners for a public hearing and final action.
