John Bner, president and CEO of the Anchorage Economic Development Corporation, presented to the Community and Economic Development Committee and outlined plans for a new community economic development strategy to be launched in August.
"We are going to in August launch a brand new community economic development strategy process," Bner said, describing a three- to five-year action-focused plan that will consolidate existing plans and guide applications for federal Economic Development Administration (EDA) funding.
Bner said ADC is running a business survey and hopes to collect as many as 750 responses to shape the strategy and provide representative input from each district. He argued Anchorage's economic data show strengths in tourism, military spending and cargo activity despite a negative public perception about the city's future.
Chair George Martinez emphasized the value of a strategy and referenced AO 2025 159, saying a common framework helps municipal officials ground policy choices. Bner said ADC will incorporate the committee's four-pillar framework into its strategy and work closely with municipal staff.
Committee members asked for clarification about the strategy's purpose. Bner said one practical goal is to maintain an EDA-eligible strategy so municipal entities can apply for competitive federal economic development grants. He also described ADC's role as a small staff ("a shop of five") that convenes partners and leverages broader public-private networks to drive projects.
The committee paused consideration of a funding appropriation pending the usual municipal process; Bner said ADC hoped to continue the long-standing municipal relationship and would return with more detail as projects and the strategy develop.
Next steps: ADC will continue business outreach and return with strategy milestones and more detailed budget information when municipal appropriation items return to the committee.
