APC staff told the policy board that the commission has officially obligated all federal funds allocated for fiscal year 2026.
Doug said the FY2026 accounts all show zero balances in the TIP handout because the agency has obligated the funds across projects, and staff are now turning attention to fiscal year 2027. He told members INDOT sent updated 2027 numbers showing a higher allocation than previously indicated; APC staff will process a TIP amendment and bring the exact details back to the board next month.
Tim provided quarterly project updates: the North Ninth Street bridge has scheduling concerns related to closures; Phase One of Morehouse Road is complete and paving for Phase Two is expected in June; environmental reporting for bridges 80 and 83 is expected by September; Sagamore Parkway Trail final acceptance was signed May 10; the West Lafayette portion of an emergency vehicle preemption contract was at the state attorney general's office for signature; and APC completed a funding trade with Bloomington MPO for Soldiers Home Road construction funding.
Staff also reviewed the 18‑month letting list, noting four projects on the July 8 letting (three traffic-signal modernization projects on US 52, Ross Road, Teal Road and Dale Drive, and the North River Road pavement-marking project) and additional bridge deck overlay projects on I‑65 later in the schedule.
Why it matters: Obligating federal funds ahead of the state fiscal-year cutoff preserves federal project eligibility and ensures planned projects can proceed to bid and construction; updated INDOT numbers will change programming for 2027.
What’s next: Staff will prepare the TIP amendment reflecting the new INDOT allocations and return with details at the next meeting.
