County staff and representatives from United Mechanical Services explained that the originally specified rooftop curb adapters for the law enforcement center would leave HVAC units 8–12 feet off the roof, creating safety and serviceability risks and increasing the likelihood of roof damage. United Mechanical's representative George Clapper was present for the discussion.
Staff recommended changing to a different curb adapter design that would place the units lower on the roof and reduce the need for ladder work, lowering safety risk and cutting long-term roofing repairs. Commissioners were told the alternative adapters add $157,550 to the project price; staff said the overall project remains under the original budgeted amount.
Commissioners discussed whether to approve the change order immediately or add it into a final combined change order. A motion to approve change order No. 1 for the law enforcement center rooftop curb adapters carried by voice vote.
The commission did not specify finance coding in the meeting discussion; staff noted funding remains available within the project budget and that temporary cooling strategies will be used to keep jail pods operating during work.
