Mayor (speaker S1) presented a resident petition saying, "Residents of the 500 Block Of Garber Street between Union Street and Penn Street would like to request a speed bump be added," and described repeated speeding and prior traffic‑counter efforts. Resident Rich Snail (speaker S10) suggested that more visible, wide‑striped crosswalks downtown and state‑provided pedestrian signage could improve safety at minimal cost: "I think that if the crosswalk was marked much like it is in front of downtown Hollidaysburg... People would...notice that intersection."
Staff and council said PennDOT and borough crews are completing traffic studies at Allegheny and Bella streets and that PennDOT requires a threshold of accidents before considering signals. The borough is planning traffic‑calming devices in coordination with sidewalk improvements and invited further input from residents.
No immediate installations were ordered; staff will continue studies and bring options back to council.
