Todd presented a $5.5 million State Infrastructure Bank (SIB) loan application from Grand Junction Regional Airport to fund multiple landside projects, and the Colorado Aeronautics Board voted to approve the application and forward it to the SIB review committee.
Todd said the requested $5.5 million would support four projects: completion of a covered parking structure with solar panels and EV charging, modernization of the parking access and revenue control system, exterior wayfinding/lighting/curb improvements, and, if funds remain, rehabilitation of Walker Drive and additional parking lot work.
He noted the SIB program currently has most of its funds outstanding to airports and staff will work with CDOT's SIB manager and the highway loan account to make the package whole, including a proposed $1.8 million transfer from the highway loan account to complete funding for Grand Junction’s request.
The board moved and seconded CAB Resolution 2026‑06 to approve the SIB loan application dated May 8, 2026, contingent on a favorable SIB Review Committee recommendation and Transportation Commission approval of the highway fund transfer; members approved the motion by voice vote.
Board members praised the project as a way to improve airport financial sustainability and incorporate renewable energy and EV charging in airport infrastructure. Staff will proceed to the SIB review and continue coordination with the Transportation Commission about the highway fund transfer.
