The Lancaster County Wetlands Board approved several shoreline projects during the meeting, most by unanimous voice vote.
Approved items (motions carried by voice vote):
- Patrick and Nicholas Luca (care of Jaclyn Wilburn, Coastal Wetlands Consulting LLC) — permission to install 150 feet of Class I rip-wrap revetment with 20 feet of proposed revetment against a failing bulkhead on James Cove (tax map 34-28E; VMRC #26712; NAO 202502814). The board voted to approve the project “as presented.”
- Lancaster County / Bay Design Group (Ben Burton) — an 18x20-foot ADA floating kayak launch with ramps, four landings and a 4x30-foot gangway to provide public access to the western branch of the Corrotoman River. Staff said the U.S. Army Corps of Engineers approval is in place and VMRC indicated no permit requirement on their side; the board approved the project as submitted (VMRC #20260705; NAO 20054582).
- Rapahanic Bluffs LLC (care of Craig Palabinsky, Beayshore Design) — armorstone breakwaters (180 ft and 150 ft), 2,000 cubic yards of beach nourishment, 6,600 sq ft of wetland plantings, and two revetments (VMRC #26-0818; NAO 202600804). Craig Palabinsky described about 630 ft of shoreline stabilization including grading and living-shoreline plantings; the board had no objections and approved the plan.
- Henry and Michelle Denini (care of Salt Terrace Solutions LLC) — a 210-foot stone marsh sill with 60 cubic yards of clean sand nourishment and 1,000 sq ft of wetland plantings for a living shoreline along Mears Creek. Staff explained the project was previously permitted but must be reviewed under current fetch criteria; updated drawings include a weir and the board approved the revised plan (VMRC #260850; NAO 2022-00917).
Several approvals were routine, with presenters noting minimal wetland impacts, prior permitting steps already taken, or agency concurrence; no public opposition was recorded on these items. The board deferred approval of April meeting minutes and then moved to new business.
