The Personnel Board voted on a series of routine personnel actions and administrative items at a meeting addressing temporary appointments, eligibility lists and a single personnel exemption.
Vice Chair Dixon opened the meeting, led the Pledge of Allegiance and presided over roll call, after which the board approved the report of temporary and exempt appointments as of June 1, 2026. A motion to approve the report was moved and adopted by unanimous roll call.
The board discussed two sets of minutes — Oct. 19, 2023, and May 7, 2026 — and several members asked to review archived meeting videos before approving older minutes. The board voted to table consideration of the Oct. 19, 2023 minutes and then voted to approve the May 7, 2026 minutes; Board member Bryant abstained on the May 7 approval.
On eligibility lists, staff said there are two vacancies for assistant electrician (public works/street maintenance) and three openings for Office Assistant III across departments (city clerk, street maintenance and the city manager’s office). The board moved and unanimously approved those eligibility lists.
The board also approved three temporary appointments: a building permit technician in Building & Safety (effective June 1, 2026), a receptionist in Recreation (effective April 29, 2026) and a senior pump operator in the Water Department (effective June 14, 2026). When asked about duration, staff said the temporary appointments are for 90 days. All three temporary appointments were approved by unanimous roll call.
Staff requested the board abolish two eligible lists: Painter (General Services) and Code Enforcement Officer 2 (Public Safety). Staff explained the Painter recruitment produced one preferred candidate who withdrew during the offer process and remaining candidates were not suitable; Code Enforcement Officer 2 positions were reclassified as Public Safety Supervisor, prompting the abolishment. The board approved both abolishments unanimously.
Vice Chair Dixon opened the public hearing on Item B, a request to exempt an Associate Civil Engineer in Public Works/Engineering from the classified service for up to six months (effective May 25, 2026). Staff said a temporary incumbent’s appointment had expired and that recruitment activity has increased after adjustments to memoranda of agreement and salaries; staff expected to fill the role well before the six-month limit. No members of the public spoke during the hearing, and the board voted unanimously to approve the exemption.
In board comments, Member Black praised staff for catching up on meeting minutes and raised questions about an expiring payroll specialist in the city controller’s office; staff said the position is in recruitment and the department will provide information at the next regular meeting. Members welcomed the newest board member and confirmed they would review video materials as needed.
A motion to adjourn carried by roll call, and the meeting ended at 5:44 p.m.
