Millcreek Township supervisors on June 9 approved a supplemental budget appropriation of $875,787 to expand the township’s 2026 paving program and immediately authorized contract awards to carry out the work.
Director remarks: The budget amendment was presented to cover additional square yards of resurfacing and higher competitive bid results driven by regional increases in the cost of asphalt, stone and related materials. Staff said the adjustment is funded from unassigned reserves replenished in recent years and that the township’s remaining reserves will stay near the board’s cited 15% fund‑balance target.
Contract awards: the streets department recommended awarding the 2026 milling and paving contract to the low bidder Lindy Paving (bid read aloud at the meeting as 3,875,786.665). The board approved that award. Separately, the board approved a jointly bid seal‑coat pavement preservation contract to Suit Corporation (low bidder at $1.99/yd); the township’s portion will not exceed the previously budgeted $79,000. The board also approved a state grant‑funded sidewalk contract for West Sixth Street (Empire Snow Management, $141,700), noting the grant requires no local match.
Why this matters: Staff said grouping adjacent roads in the same year saves money by reducing contractor mobilization costs and that higher fuel and materials prices have raised per‑square‑yard paving costs compared with 2025.
Next steps: staff said the milling/paving list would be posted on the township website and the public notified once awards are finalized.
